Yes, all forums log the IP of the poster, as long as the person doing it does not disconnet his dial up, and then reconnect, the IP stays the same even if he logs out and logs in. I'm guessing that if it is a regular then he won't have had the brains to diconnect his dial up in order to change his IP.
If he is on broadband then even better, most services use a fixed IP which never changes.
Even better, no one can share a fixed IP, and on dial up the chances of two forum users, simultaneously connecting and disconnecting and getting each others IP, is negligible.
In other words, if anyone is the IP match, 99.999999% chance it is them doing this.

All websites have logs of what ips log into them. It is easy yes :)
I recon this will be able to clear up, for they will just delete the member and all his posts and not have to do it individually, i think anyway...
