Yes, all forums log the IP of the poster, as long as the person doing it does not disconnet his dial up, and then reconnect, the IP stays the same even if he logs out and logs in. SR staff should run this guy's IP and check it against people who logged in today, just in case this isn't Herc and Trib, it's not beyond the bounds of probability that a regular who sympathises with them is doing this...
