Yes all providers will bill you if it's your responsibility - should be straightforward to test/prove.

A good, cheap way of doing it. No call packages, no frills or "extras", just line rental with incoming calls and emergency calls for £9.98 per month.
Somewhat cheaper than BT's cheapest...
