No it doesn't. It's a HyperMemory card. I suggest you look up HyperMemory and TurboCache. At most the card will have 64mb of physical VRAM, otherwise it steals system RAM over the PCI-E bus. ATI and nvidia are using this technology to make the low-end cards more cost effective.
HL2 will run okayish in 800x600 with no AA and trilinear texture filtering, so it'll work, it'll just be jaggy and the textures won't be very sharp.
