The Police should employ (in a pooling system) a bunch of tough 12 year olds who act as vigilanties. Any problem kids in an area will be sorted out by these hard kids and the police will then say that they are too young to prosecute and let them off. The mong-problemchildren will have then learnt a valuable lesson.
