> Purpose - Does it fit the purpose?
Actually, that should be... What purpose is it designed for and does it acheive those goals and aims...
> Target Audiance - Whats the target audiance? Girls = pink, old people=
Target audience can be really specific or totally broad, though don't use his examples above as you'll get shot, especially by "girls"!
> Layout - Use tables when using website to layout the site.
No no no no no no no! Layout - CSS, Content - HTML DO NOT USE TABLES FOR LAYOUT IF POSSIBLE!
> Colours - Focus on a good colour scheme.
Look into colour theory, cold, war complmentary, conflicting colours. Never try to use more than 3 together for consistency. Use tonal differences of one colour,, try to limit your choice. Give colours "functions" like visual triggers, context etc.

Qui?
One real problem with the site in question, is it's subject matter. It definatley is a bad example of "how to" when it's obvious that the author "doesn't". But then CESone still has a lot to learn too!
Purpose - Does it fit the purpose?
Target Audiance - Whats the target audiance? Girls = pink, old people= calm colours, children=bright colours with pictures, lots of 'em :p
Layout - Use tables when using website to layout the site.
Style - Text font, logo etc.
Colours - Focus on a good colour scheme.
All website need to be accurate, have clarity and be consistent.
With your site you shouldn't use frames, there is no real reason to use them with the site you have there. Everything on this site really needs to be changed to make it look more profersional.
Use tables, if you have them, learn how to use them well.
If you'd like help check out www.futuredesine.tk or http://www.freewebs.com/futuredesine
Please do ont teach others html, when you havent you it very well your-self.
Sorry to be so negative, but you asked for it :p
1. Times New Roman. Even amateurs should realised Times is just nasty. When was the last time you saw that on a professional site?
2. Bravenet hitcounter. WTF is the point in that? You don't see Yahoo going on about how many billions of hits they've had do they?
3. Big black box on the right randomly existing with crap curly text in it.
4. Logo in the middle with big black box round it.
5. Text on the left with big black box round it.
6. Hard to read dark blue links on black background.
7. Nasty frames.
The design shows complete disregard for continuity, readablity and usability. You have black on white with sharp edges in a random misaligned box layout. Can you not see this is just wrong??? Not to mention the fact it looks completely different in Mozilla.
I wouldn't even rate it as good amongst amateur sites.

Would you like to share them with us.

Is one of them that you forgot the URL?
