To make it easier, I'm going to list my 10 games from the consoles I've owned, and the games I can remember.

C64
1.Wonder Boy (got it free with machine, firts platformer I played)
2.SAS Combat
3.Super Tank (good old school style shoot em up)
4.Dizzy
5.Chase HQ (the burnout of it's day)

Megadrive
1.Streets of Rage 1&2 (spent ages playing these games, true classics)
2.Sonic
3.True Lies (best movie to game licence I've ever played)
4.Sonic 2
5.Zero Tolerance (first ever FPS I played)

PS1
1.Fear Effect 2 (give Resi and tomb raider a run for it's money any day)
2.Metal Gear Solid
3.Gran Turismo (classic racing game, nuff said ;D)
4.Silent Hill
5.Syphon Filter 2 (the first one was great, this one was even better)
6.Final Fantasy 9
7.Die Hard Trilogy (Great action game, for a great action movie)
8.Vagrant Story
9.Resident Evil 3: Nemisis (not much of an improvement, but still fun)
10.Bishi Bashi Special

PS2
1.WRC (one of the best rally games I've ever played)
2.GTA3
3.Dropship (origanal, and very fun, if a little over looked)
4.Time Crisis 2
5.Crazy Taxi (pure arcade fun)
6.Gran Turismo 3 A-Spec
7.Silent Hill 2 (Like the origanal, a classic survial horror title)
8.SSX (OTT, but extremely fun snowboarding game)
9.Devil May Cry
10.Timesplitters (first and best game for my PS2)

PC
1.Warcraft 3 (Stratagy gaming at it's best)
2.Medal of Honour: Allied Assault
3.Command & Conquer (the game which introduced me to stratagy gaming)
4.Transport Tycoon
5.Rolercoaster Tycoon (fun and challanging at the same time, pure class)
6.Max Payne
7.No One Lives Forever (best FPS I'v played in a long time, bar MOH)
8.Soldier of Fortune 2
9.Commandos 2 (far better than the origanal in so many ways)
10.SWAT 3

How do you know that Vice City will be good? It might be crap.

The best 10 games ive ever played are:

In at no. 10) is F-zero (GBA) not brillient this got here because its good challange and the crafts go very fast

In at no. 09) is Final fantasy VII (ps1) an game with a good story and very good gameplay

In at no. 08) Rollercoaster Tycoon (pc) very good building and earning game and good gameplay

In at no. 07) The sims (pc) excellent statagy and very good simulation

In at no. 06) Grand Theft auto 2 (pc) shooting driving great combonation of them both shame you cant do drive by shooting

In at no. 05) Tony hawk pro skater 3 (ps2) best skateborading game for the ps2 its quite easy but very good overall game

In at no. 04) Rogue spear (pc) there isnt a single word that can describe the gameplay of this it is almost the best spy game out

In at no. 03) Stuntman (ps2) brillient game great gameplay and exellent graphics

In at no. 02) Midtown Madness 1 (pc) its a excellent challange and is hard to complete and i think it has to be my no. 2
