Your best bet now is to go with the action replay as it is still slated for a middle of August release and they are just hopefully getting things ready.....

I think the Action Replay is being designed for PAL GameCube's only. There will be codes for NTSC games but they'll most likely be different to the PAL games. Even with region-free games such as Game Boy games, there were differences in the coding. The American version of Action Replay is called GameShark and is made by the same people (though distributed through Interact) however that is not very likely to work on the UK GameCube.
However, the Freeloader is being designed to work with all versions of GameCube whether NTSC or PAL, so there may be incompatability issues that need to be sorted for all systems to be covered and that's why it's taking longer for it to be released.
This is all a guess - your best bet is to go to www.codejunkies.com and email Datel to find official information.

None of those dates were actually announced by the makers - only by companies that claimed to have contacted Datel but I know for definate they didn't.

Cheat is such a dirty word.
The GameCube one is still in development as is the Freeloader. My advice would be to go or the Action Replay as you're getting both a game enhancer and a region-free disc all in one!
Anyway, lets just hope Datel do it all right and don't end up developing 'update' discs all throughout the GameCube's life like they have to with the AR2V2 on the PS2.
