Do you have a decent graphics card as well?
Your processor should be fine.
If you do a top down view, birds eye, then it will be fine.
But if you want to add extra levels, as in upstairs, downstairs, then do another one to show the second level.
Don't be afraid to put in furiture as well.
No. It's not a joke. I'm making up levels in Deus Ex. I'll make a website to put them up on, and I'll get them on cover cd's of magazines. PC gamer, especially.
You look down and Gunther is there, fully loaded, you cannot let any guards run away and alert him, otherwise kill them, once you get a clean shot shoot out the radar and jump down. Sneak past him, and go into the UNATCO building, watch out for the guards, but back ups soon to breakthrough, kill as many guards as you can, get that general guy out of the building safely, bring the computer guy's blueprints of a new super augementation.

I'm sure you're not though. If not, great, it'll be something to do in my spare time. What sort of program would be best to use to make my town? Birds-eye view, wasn't it?
Your hard drive is the one to see, double click on My Computer, right click and click on properties in the C drive, and see how much room you have left.
What processor is your PC?
1) Work on your idea.
2) Design the city.
3) Work on other things, western, stuff, whatever.
It is up to you. I don't mind at all what you do. Just make it good.
