The recent announcement of online capabilities in Japan means that Phantasy Star Online will go on sale there with an online game.

As for the rest of the world, however, there is no confirmation. The GC has slots for a modem and broadband adaptor, making it "future proof", but Nintendo have only said that they will introduce online capabilites "if and when" they say so. They will probably wait until they are sure that the games can be reliable fun, and make money.

Yes it can go online. But not yet. Nintendo are eventually going to release a modem which slots into the bottom of the cube. IT will eb awhile yet though, as nintendo have not yet set up their online network. Expect it to be available some time next year.

When PSO comes out, apparently it comes in a bundle with a modified keyboard controller, and a modem.
