There's nothing worse than looking for cheats (which I rarely use anyway) to only find the ones you've used don't work, and some bagger's got a free game for posting them.
1) Be a freshly posted just-released compendium of cheats for a popular game
2) Be hints that the player himself has worked out through lots of play
or
3) Be a self-compiled walkthrough of a game
If he won a GAD for just relaying cheats that are well known and obviously plaigarised, then that doesn't seem to fair. However, there shouldn't be any problem if he didn't win a GAD.
Cheats aren't opinions. They don't change because somebody else writes them... it's just a database.

No You can't make up a brand-new cheat everytime you post one. That'd be imposible.
In fact, the person he copied from probably copied them off someone else.
They originally come from the game's develepors or publishers who programmed them into the game in the first place.
He was jut making sure everyone knew saw those cheats because they weren't on her already.
