Yes - but it doesn't mean you won't have *any* problems when writing CD's.
Generally it just means that you can use your PC for other things while you write a CD (usually you're advised to do nothing while the CD is burned). But it won't stop you getting errors on discs for other reasons - I've had plenty of errors with mine, despite it being burnproof.

I never had any problems with my old CD Writer without burnproof, but most of them are so cheap now just go for the burn proof one and Nero, it'll probably save you a few cds in the long run!
depends on how much extra they are charging. Good software and a decent re-writer do the job most of the time.
