Since this year has been the pinnacle of gaming and that this year has winded down to a measly 18 days left till 2003, I thought that this would be the time to annunce the best console game of all time; Yes that means only Gamecube, Xbox PS2, and GBA are allowed to enter their best games.

PC games are not CONSOLE games, but Vice city can still count since it is on the PS2 as well.
