I have no idea whether you get it for just buying the game in a shop, but you might.
Either way I don't want to risk buying it and not getting the extra CD, so I'm pre-ordering it.

At the moment we don't know whether it applies to pre-orders only, but as it was in Japan and will be in the US, I imagine so.
