You need to go to the "edit my details" page and save it as an HTML file. Then, open it and view the source. Find the action="" element of the form for changing details and change it so that it points to an absolute URL (you need to put http://ukdiscussions.reserve.co.uk/ before the it). Them, fing the tagline input and change the maxlength to 25. 25 is absolutely the largest you can have, sorry.

Then, save and reload the page. If it's worked you should be able to have a 25 character tagline.

Basicly, open the source code in the View menu, do everytthing that he said, then click Save As. In the File Type menu, select All Files, then, after the name of the file, type .htm or .html depending on your OS.

Sorry, but if you don't know what an HTML file is there's no way you're going to be able to do this. You need to have a pretty good grasp of HTML at least. If you don't even know what it is you've got no chance.
