Are you using RGB SCART mate? Can't remember...
Only my text is crystal clear, and I have the same TV, albeit an older model.

Sorry, no idea about that one - the manual doesn't mention it at all. But if you're interested in the game, get it anyway - if the wheel works, it's a bonus... if it doesn't, the game is easily playable using the DualShock2.
To be honest, although I don't have a wheel of any kind, I don't think I personally could play this game with a wheel - for me the handling is not suited to it. It's so fast that you'd be wrenching the wheel around all over the place - it's not like GT3 where you can be nicer and smooth with the steering.
The only thing that I have heard could go wrong is the use of light guns with games such as Time Crisis 2. Apparently it struggles with these guns as they aren`t designed for flatscreens so much.
I neither have the wheel or Burnout, so I can`t help on question 2.
