yes, thats because when you format, all the computer does is erase the file locations, but it doesnt physically erase the data. the only way to erase the data is to use a program that does it, as has been said..or to eventually overwrite it with fresh data.
this undeleted data can be recovered by a program that just checks for the start of bytes in a string of binary, and figures out what has been stored from there.
i believe i heard some stuff before about places being sued after selling on old computers without wiping them first, because the old "formatted" data could be recovered.
