Well, 'That' could be referring to any one of many things, but to which I belive you refer, you have to pull up beside them in a car and hope they get, then drive off to a secluded area. If all is well, 'That' should occur.

After you unlock Diaz's Mansion by killing him, you get a phone call from that fool in the cowboy hat, telling you about real estate. I believe from then on you can buy wherever you want.
