Broadband has nothing to do with laying cables.
It's to do with your local phone exchange being able to interpret ADSL signals.
Well, that's ADSL anyway, NTL are different, but that's mainly because they have to lay cables in the area for all NTL services.
BT - upgrade phone exchange to support BB
NTL - lay cables to offer any kind of service in your area, because they're basically starting from scratch, unlike BT who already have the entire nation cabled.
