No, It didnt come out, but you can get a beta off line.
You can get the beta both off and online.
I thought it was the full release, past the beta stage. Just that Sega pulled on the Dreamcast like a week before it was due for production.
I'm sure I read a review of it.

Downloaded a copy of this yesterday. Looks smoother than the PC version and despite god awful controls I am enjoying it a lot. I completed the PC version but there are a few new weapons as well as new weapon designs. Its an absolute classic in every sense.
