Doubtful. EA have the the rights to use all the bond film licences (past, present and future) until 2008. This means Goldeneye 2 is in the works, unless EA are really stupid.
I'm cannot confirm Nintendo's involvement. But if EA want to use the original Goldeneye as a basis for a remake they may well have approached Nintendo. Also Nintendo will know the potential of an exclusive Goldeneye 2 on their system, so they may well have approached EA.
