Ok, your answer must be a multiple of 9 (don't ask why)and all the multiples of 9 have the same symbol (which changes every time you play)
Simple.

And Phillips game just cheats and takes away all the cards.

Yes, multiples of 9. I think I've sussed it, but I dunno how to explain it and I can't quite understand how you lot are trying to explain it.
