the charge is £40 per annum whether it is paid monthly or yearly, which is the same price as a starter kit, in which you get a £20 headset.
As for the accounts: you can only set up one account from one Live starter kit. You do get a 2 month free trial with quite a few games at the moment, after which it starts charging monthly (£5, so grand total of £60 a year), although you can switch it to yearly (£40). But you wouldn't have a headset. So the best way to do it is to in fact buy two starter kits.
