If by 'shooty' you mean 'copious amounts of bullets with only a little stealth' then I'd suggest Serious Sam or Roadkill.
And from a real car stand point at least, PGR 2 is the best ever.

I know what you mean. I detest GT style games, but PGR2 style games, while much more fun, are still a no for me. Rush 2049/Mario Kart style games = Very much yes.
Although racers that are too silly are just stupid. They have to be perfectly balanced.

It is the perfect balance between arcade style fun and the skill counts type of driving you get in serious, tweak 'em style racers.
