I'll start it off by voting for Tommy Vercetti from Grand Theft Auto: Vice City.

Hmmm *muches on pie* ummmm oh yeah thats good mmmmmmmm *Puts plate down* well it would have to be the terrorist on deck A of the tanker in MGS2 no reason but he has a nice looking dog tag.
