I think one of the things I didn't like about GTA:VC in particular was it's missions. The core part of the game, i.e the story and missions were so uninvolving and really not that interesting to play. All these new features you wish to be in the game are all mostly superficial tweaks, which either would be annoying or maybe helpful. I've just never felt particularly engaged playing the game itself, tbh.

If they wanted to make it much, much better, make it less 'arrogant' (i.e, we're so cool, we kill people in games randomly, etc. Wow, gangsta) and vacuous, and make the city be alive - you are the ONLY catalyst of action in the whole game.

I think that if they're going to claim population in the millions, there should be more residential-type areas. Some sort of landscaped area with cookie-cutter houses and lawn ornaments ant that sort of thing.

Also, better crash physics. Maybe not so the cars get wrecked more easily, but so that they crumple in areas that get hit a little bit better than they do now.

if you get attacked and have like about 003 health you bleed a lot more and get scars scratches bruises and injured bones, meaning you wouldn't just need to go to the hospital when you get killed but when you get injured as well.

The main character has a back story, a dark background bad parents, this would make the character more believable

more AI for enemies, if they get shot they should be more protective and hide more.

You could kill the cops BEFORE they report the crime and give you a wanted level.
EXAMPLE:
You need some money, so you kill a few business men.
A cop sees you, and so he runs over, while taking out his Walkie Talkie thing.
If you kill the cop BEFORE he gets to report you, you have no wanted level.
Although, if two cops see you do a crime, one would stay back and call the station, and the other would go after you.

realistic "crash-physics", that is, when you crash, the hood doesn't just fly off, but the front of the car might get a little squashed... maybe you should be able to turn this on and off because some people might not like it.

the reason that they classed the weapons in GTA:VC I because it would take to long to cycle through your options. I think this was a good idea and they should keep it but maybe give u 2 types of weapon for each class.

I preferred the sunny weather in vc compared to the dark and dreary conditions of liberty. it makes gameplay more fun I think. it is possible to make it scary without taking the sunny weather.

more realistic shooting, maybe instead of when you shoot someone in the head it just made a hole, not their head disappears in a fountain of blood.

swimming, even if it is only for a certain time. It seems poor that you van take multiple shots to the head but cant swim!

more variety, more cars, buildings u can enter, more forms of transport and most importantly more types of people. it is strange that though all the cops look the same they don't notice when u infiltrate the police station.

I think you should have lorries with trailers and you can put cars into the trailers and drive around in the truck and then press like l2 or something and the car comes out and you can drive it

police should be more strategic and actually care about speed violations and the peds...meaning they will not run over a street full of peds only to catch you and also tasers at one star and unless you fire at cops first they wont fire at/beat you...but they can tase you and bust you like that...also it would be cool if the police actually fired on you with the tanks and the hunter came after you at 6 stars and maybe military hummers with mounted turret guns

I had a really cool idea for an online feature when playing GTAIII ages ago. I got the idea from the ability to use mp3s in radio on the pc version anyway. my idea would be that by plugging a USB mic into the ps2 u could log on and host your own station. and people could choose it from some menu in the game with a list of different servers and you'd have three "favourites" slots as addition to the standard in game ones then u could just listen to people playing music and stuff like that and host radio over gta
