Not really you either buy a american PS2 or just get your PAL one modded and then import games from a site. Quite simple but if you do get it modded make sure it's by someone you can trust, i almost got screwed over when i had mine done by a guy at the computer fair but luckily my uncle was with me and spotted that he was giving me a bog standard and doing a rubbish solder job on it, so i took it back and got a mate at work to do it for me

Although I do think the GTA games are brilliant, it isn't the blood that makes them good. Personally I like the large free-roaming cities, brilliant storylines and radio stations. If they did away with the blood I would still buy them, look at GTA2, there's no blood in that but it's still a damn fine game.
My little cousin wouldn't watch me play a game (which for some reason is a Banned word???) because she thought it was too scary!!! :)
