I'm expecting Half-Life 2 to be one of the best games I've ever played, from videos it's already looking very impressive.
For me Halo 2 is going to be the top-end of the existing FPS market, and Half-Life 2 is going to be the start of the new FPS market.
Of course I haven't played either so I'll reserve my judgement until I do.

But it never lived up to all the hype everyone was giving it. The single player campaign was heavily criticised by many, as was the lack of decent storyline and many other things.
Oh and the counter agent mode although it was a nice idea, it really didn't work at all.

Halo 2 can be released with no single player, I'm not fussed as long as I get the multi.
