It does, Sony might end up giving it and making a larger loss to compete with Microsoft. They've pretty much done the same with the PSP because of the DS competition.
Nintendo releasing that has seriously damaged Sony's plans and it looks unlikely that the PSP can make a viable profit at its low price and new competition in the market.
In simple terms the PS3 will have a 3.2 GHz processor, therefore it requires double that capacity in order to run an Xbox 360 Emulator at realish speed.

You won't be able to play PC games on the 360.
