Exactly. Doom3 is a game built around technology. Half Life 2 is the other way around. The technology is built to support the game.
Doom3 is graphically astounding but to be honest, it gets a little boring. Future games using the engine (I'd love to see system shock 3 using it) may address this. Half life 2 on the other will redefine gaming for years to come, specifically for its narrative and attention to detail.
The two are very different games, Doom 3 - all about shocks, scares and atmosphere, the environments are smaller and darker because that's what creates the game unnerving tension, it's ability to keep you on a razors edge. It's not game of the year material, it was never designed as such, it's just a darn good thrill ride and a worthy successor to the game that made the original Half Life possible.
Half Life 2 on the other hand is more ambitious. It is trying to be the next big FPS, it's more an adventure game so it's environments are naturally bigger, it's enemies and terrain more varied, though you'll doubtfully see the same scares or fantastic lighting in HL2 as you can in doom 3.
Which is better, who cares? both are very good games (no I haven't played HL2 yet, but I'm going to go out on a limb and say it might just play as well as we all hope it will) get both, enjoy them, come back in a years time to spew out another inane "F.E.A.R. Vs Pariah" FPS thread, and I'll correct you again.
