Some points from an xbox preview:
* Fogging almost obliterated any fog left is there because Rockstar 'want it there'.
* Generally 'cleaner and crisper'.
* Custom Soundtracks which are broken up by a DJ
That's about it.

The extra power sorts out draw distance problems and various things like that.
It'll be like running a PC game on a better PC than you're used to.
