Not at all. The combo lines and skate parks were there, and there was room to breathe too. The level design was absolutely fine.
3's level design, however, was rubbish.
It's a skateboarding game. It should be about skateboarding. Getting off the board, driving cars - it's all unnecessary and not much fun anyway.
Which allows upwards of 5 million point combos.

Tony Hawk's 4, for me, took what made the second so great and added the next logical improvements. I found 3 very dull, Underground was too short and apparently Underground 2 isn't a whole lot better.
Pro Skater 4 is pretty much the defining game of the series.
But 4>3
Tony Hawk's 4 is far, far better than 3. The third really was a downturn in quality for the series. The fourth remains the best one so far.
