Apparently not, but i havent sent my money away to a mail order company without recieving the goods yet.
P.S i used to buy my Atari games from special reserve iam pleasantly surprised that they are still as strong as they always were.

Yes, I know what you mean. Some of my friends seem to prefer buying games brand new, for some reason. Sometimes a second hand CD might be scratched though, which can have an adverse effect on the game - skipping sounds, graphical glitches and things. You're probably alright with cartridges and DVD's though.
