I can't work out what that means.

It could mean he's using LESS than 1/3 of his brain, thus menaing if he used more of it, he could be a supergenius.
It could mean he's using more than 1/3 which means he's superior as he can utelise more of his (inferior) brain.

It all seems to work out in his favour.

no, if the person is using less that 1/3 then is under achieving in brain capacity usage and then should use more to become "normal"
