It's blatantly obvious that a vast number of under 20s have a perfectly good grasp of the English language. In fact, why wouldn't they? It's not like the language suddenly clicks with everyone the minute they leave their teens.
Look around this forum and you'll see plenty of examples of teenagers with excellent linguistic abilities.
