He nodded at me as our eyes met, so naturally I nodded back. He responded to this by gesturing me over to him, to which I reluctantly did so. We then had a little conversation that went something like:
HIM: Y'alright mate? You know that bookies, there? *Indicates*
ME: Hmmmm...
HIM: I said you know that bookies, there? *Indicates*
ME: I said hmmmm...
HIM: Well, you know the roulette machines?
ME: Hmmmm...
HIM: Well, I've just lost eight-hundred pounds on one of them machines! And if you just lend me a pound so that I can earn it all back, I'll split the winnings with you.
ME: Nah, I'm alright mate. *Attempts to leave*
HIM: C'mon - just a quid!
ME: No.
HIM: Just one pound!
ME: I said no. I've just been to the cash machine to get out enough money to get my family's gifts, I have no money to spare!
HIM: One pound.
ME: I said no!
HIM: Forty pence, then...
ME: I'll pass. *Starts to walk away*
HIM: When you come back bring some money, yeah?
ME: Go f*** yourself!
Yeah right! I believe you. I came back ten minutes later and saw him trying to con some other sod. There's never a copper around when you want to report someone.
Only the swearing bit was followed by running away at a tremendous speed.

I don't have a problem with begging! The guy was clearly a conman...

It's not quite that easy and simple, but I can't be assed to go into it.

Most coppers are morons (or more so the system they work in) it's so simple to find people commiting crime and yet they still fail to get most of them.
I think a copper would have moved the guy along and ignored the swearing from The Hibernator. Plus if a copper had been there The Hibernator wouldn't have had to swear as the guy wouldn't have asked him.

What offence do you think the guy has commited? Is he begging? Is he really offering you a deal? He would not be prosocuted for begging there because he may be offering you a deal. If the guy really wanted to play the game and was wiling to share the money with you then he's done nothing wrong. If he wanted to keep the money for something else then it could be a deception, but I would say there is no begging offence there.
You however have commited a public order offence. Swearing in a public place is 100% an offence. It is a pretty petty one, but one none-the-less.
So, you have definately commited an offence and he may have.
Oh and if you didn't swear then you're lying that you have to look cool on an Internet forum to which I shall just say, "ahahahah".
