I have a .m3u , a .nfo and a .sfv.. is that all I need to m,ake a DVD, and if so.. how the funk do I do it? :-)

The chances of it being a full DVD rip are very small, he has given you no clue as to what type it is so how can you guess?
It could be a dvd-rip which has been compressed to 700mb so it can fit on just a cd, although not too good quality it is done.

I get the impression that as he said he downloaded a DVD, that he did download a full 4.7GB DVD-rip, or else he would've said "I downloaded a film".
And a 700MB DVD-rip is fantastic quality, if compressed properly with DivX or XVid codecs.
