Well, the advert is an American Government one, trying to get more people to drink milk. The slogan is "Got Milk?", and they feature famous people with milk over their upper lip.

The Britney Spears one, however, had to be withdrawn. ;0)

errrrrr.....no, I don't think so. I've heard of the phrase used many times though, so it may be off the advert.
