I hate this thing.
I want to send some money but I dont know how to, it has a button saying 'Add Funds' - Do I have to add funds to my Paypal accout before sending money?
When I clicked on the button it said that it will be processed within 7 - 9 working days!
So, for me to just take money from my card to my paypal account I have to wait 7 - 9 days?
Or does it mean the money will be sent to the person between 7 - 9 days?
Help.

Well then you should have followed Paypal's own rules for fraud - do so and anyone can get their money back if they have a genuine case.
I did and got a full refund from them, and they shut the guy down.
Failing that, if whatever you bought was paid for with a credit card, then find the transaction on a statement, ring your card company's customer services, and tell them you want to initiate a chargeback on that transaction for non-delivery of goods.

Nah, you get an email, and then log into your paypal account, and then transfer the money from your Paypal account to your Bank Account. This will take about 3-5 business days.
