So because they can't stop it, that makes it legal then? Does that mean if I shoot someone and they could not stop me then it is not illegal either?

Of course not.

I got away with walking around my local area drinking cider when I was 13, so what does that make me? :)

Obviously you have to be above the legal age limit though, am I right?

No I mean that the police can hardly raid your house with no evidence and ask you to hand over the cigarette. It is different with a gun though.

Ashman- You have to be very careful- about 7 or 8 years ago someone I used to live near stuck a set of toy guns up sticking out of the windows of their house, threatening people, and got shot by a SWAT team.

Not really it isn't. Smoking under the age of 16 is illegal, full stop. Also, as you can see, I don't need to quote all this, I'm doing it so you realise how messy it ends up looking. You lose respect for needless word count boosting, and can in fact be banned for it.

Yes you have to be over the age limit which, I beleive, is 15 or 16.

Wakka your little brother is some jumped up little scally wannabie who thinks he's a tough cookie because he can fire little plastic bullets at people and will only survive until he reaches high school and gets seven shades of sheet kicked out of him for realising what an immature git he actually is.

Probably.
