Tomorrow never dies has a brilliant opening sequence too, but is let down a bit in the movie.
The Gibraltar opening is stunning to this day. I have the special edition soundtrack for the music to that opening.
One of the best film moments in history.

had one of the best opening scenes on the rock of gibraltar, lots of shifting scenes that fitted brilliantly together, good blend of action and story, and in my opinion Dalton was the best suited to play bond.
Shocking.
Look at the bit when Bond surfs and the Back to the Future style electricity where a few sparks would have sufficed (you believe it when Oddjob gets electricuted!)
