It can be said. Think about it: Metallica's music is mostly about lacking in power and hatred, Black Sabbath's stuff is focused around the occult, and Judas Priest's offerings are mostly about violence. Compare that to the music of Blink 182, which is often obscene, and you can see how heavy metal is more mature.
I used to like Sum 41 but now I don't. I also liked Blink 182 but now only their old stuff. Don't like Greenday.
I just think heavy metal has a higher level of "maturity" to it than punk. If that can be said for genres like that.
