Well yes, it is a line in a way. It's like a special move, or a 10x combo in a game, or a Jedi using the force or something. Not something you use often. Because if you do it will bite you.
When I've said that to a woman, it was at an absolutely perfect point in a relationship, the point when you just know you love her more than anything else.
I think the chances are he was trying to tell you something. Especially if he isn't one of those slightly camp, hangs around with girls, goes shopping with females every saturday kind of guys. Because people like that might use it and mean it in a friends kind of way.

It's a line I've used before. But never to someone who was just a friend, or who I just wanted to be a friend. It has always been someone I was after.
