Conker got a 9.9 near the end of the N64's lifespan.
Plus, what it intends to do, Jade Empire seems to do it very well. It's excellent graphically and the demo was impressive.
IGN ratings are always an opinion of the writer and the reviews are never a concerted effort. That guy obviously thought that Jade Empire was near flawless. You may disagree, but you can't argue with an opinion.
I'll get it. Apparently it has a mint story, and I should have finished Chaos Theory by then.

This sort of scoring happens at this point in a console's lifespan.
It looks excellent but I doubt it deserves 9.9 anymore than Halo 2 does.
