THEN:

A Staffie starts a new topic called "Offical Voting Thread"

You go in there, say "I vote FinalFantasyFanatic".
So does everyone else.

At a certain date, voting stops.
All the votes are counted up.
Whoever gets the most becomes a Notable.

Its not that hard to understand I have never been in one.
