It was a riptide though - they can appear to just be small laps of waves, then it can suddenly spear onto the bay.

Think of it from their POV - they arrive in the country with no way to earn a living, other than to be told what to do by their "masters"... and in this case they're told to pick cockles from the seabed. Well, it may seem like common sense to us that it's dangerous as soon as the tide comes in, but it was obvious to them that it wasn't.
And to be honest I don't think we're in a position to call them stupid, as we have no idea what theyve been through in life.
