A train goes up a hill, which way does the steam go?
In come two legs, puts one leg on three legs, out goes two legs, in comes four legs, picks up one leg, in comes two legs, picks up three legs, throws three legs at four legs, and brings back one leg.
Solution:
In comes a human, who puts a leg of meat on a stool, the human walks out, a dog comes in, it picks up the meat leg, the human comes in, the human picks up the stool, the stool is thrown at the dog, and the human takes back the leg of meat.

Is it a 1 legged man on crutches?
"1 leg sits on 3 legs" - he's got 1 leg but, with the crutches, it makes 3.
"2 legs leaves" - he puts the crutches down.
"4 legs has 1 leg" - he's sat in a chair (that has 4 legs).
Bit of a long shot but, it's the best I could come up with.

Well if a train is travelling up a hill then by the laws of physics it should travel downward because of the force which is being applied to the steam, the wind. Depending on which way the wind blows the steam will blow in that particular direction, you Doink!
