if you want to start a forum without having a website then i recommend
either www.ezboard.com or www.invisionfree.com (sorry if that's the wrong url just search for invisionfree on google.
ezboard and invision are the probably the best options because with ezboard once you've found a theme you like for it you just have to copy and paste the code and thats it.
