Probably Midlands, I got the same and I'm in Leicester.
If you have Netmeeting installed, run that and goto about or soemthing, it also tells you there what your IP is...

Its a bit weird to explain, the ip address that the site tells you is the one for the server that you connect too, from there the server uses another address (Your address that they allocate to you) to send the data to you so that you get it.
If 2 computers had the same IP adress it would be impossible to work out which to send data too.
If you are interested do a google search on ip addresses and there ar eplenty of places that tell you what the numbers mean and how they work in general. Might help you understand what is going on.

It isn't possible.
As I said before the IP you are given b NTL is allocated dynamically and it changes, I don't know what IP adress the forum is finding but chances are there are loads and loads of folk that they would claim have the same IP address as it sounds like they are getting one of the servers you connect too and not *Your* Ip address
