What do you mean by "respected regulars"?
If you mean regulars, basically, then the Newbies will just spam the other forums to get the Regular status.
If you mean what I think you mean, it'd just mean a whole load of debating over the definition of a respected regular, and "ooh, 'x' spams, he shouldn't be allowed in here" etc. It'd also mean having to concoct some kind of system to decide how you are regarded as a "respected" regular.
A Notable-esque voting system would be pointlessly crap, and would cause more bother than it's worth, and the staff deciding wouldn't make the staff best too pleased, as they've enough to do as it is.

You bet. There is an awful stench of a closed club around here a lot of the time. Maybe if new posters were welcomed we see a difference. Remember - to become a regular all you have to do is post 300 messages, there's no "quality" aspect there. Even talking about the quality of someone's posts is distasteful, everyone's allowed a voice. Using yours to complain adds nothing to the forums.
