The European media made this story up, the White House requested that security be really tightened in the area, obviously, and that any protests should be carefully controlled in case it was a cover for others to act.

He is bring 250 ish security staff, including Secret Service agents. Only those involved in his protection carry weapons and they are to be integrated and under the command of the Police Chief in charge of the security. Those armed are his close protection team, counter snipers, escorts, bodyguards, and coverts. The majority of people are technical staff.

Except they will, though it has been agreed under what conditions they can use the weapons and act with force. Even this will be in conjunction with the UK security operation that is in place.

5 million, and the cost is set to be met by the state, and not the taxpayers. Incidentally the taxpayers footed the bill of around 30 million for anti war protests in London alone this year, and will do for the future protests during Bush's stay. The costs are mainly security based in terms of police overtime, security measures (like deploying the number plate scanners around London etc)
